If It's Mandatory, Is it Still Voluntary?

Volunteer The idea of mandating volunteerism by teens made news headlines last year when Acting Governor Richard J. Codey, who was then a state senator, proposed a bill that would require all New Jersey high school seniors to complete a minimum of 15 hours of community service as a condition of their graduation. Since then, the bill has been amended to propose a pilot community service program for high school juniors.
